I had a look at how one of the House members has reported NC Senate Bill 64 to constituents, via a newsletter. To say that those under 18 would be FORCED to take a MANDATORY and expensive motorcycle training course, and that there may not be enough class seats available, would fly like a lead balloon.
So, here's The Benevolent Government Spin:
North Carolina residents over age 18 would be allowed to get a motorcycle learner’s permit without taking a rider safety course under a bill that has been approved by both bodies of the Legislature (SB 64). Under the bill, the learner’s permit would be valid for 12 months and could be renewed for one additional six-month period. The bill, spurred by officials at Camp Lejeune concerned about the high number of motorcycle accidents involving soldiers returning to base, now returns to the Senate for a concurrence motion.
ALLOWED? There is nothing about this bill that ALLOWS citizens jack-diddly! The only entity ALLOWED anything they didn't have before Senate Bill 64 is the state government which AUTHORIZES ITSELF TO FORCE COMPLIANCE with proposed additional mandates.
